		<description>Having an adoption fee or selling a bird or any pet doesn&#039;t ensure they are going to be taken care of it only shows maybe an intention of wanting something that they would be willing to pay for.
There have been lots of pets adopted from shelters, and other places only to have been abused, neglected, even killed by the adopter, purchaser, etc.
You can start by asking the person interested in your keets what their knowledge of owning a parakeet is like what kind of food, houseing, daily care, treats, the bird should have.  Taking the bird to them so you can see the home, making a list of the things that parakeets need and require for good health and care and comfort and making sure to give it to the person you choose, ask them who their avian vet is etc.</description>

If they can&#039;t spend $ 60 dollars initially, then they may not care enough or have enough finacial security to pay. Free or very cheap pets can also attract creeps. SOme will say they go to labs, but that is generally crap because lab animals have to come from specific backgrounds, they need to know everything about them so they don&#039;t have health problems popping up that may or may not be related to the study. 

Many people will advertise the fee to weed out people that aren&#039;ts seirous and will then give it away once they find a good home.

ADDITION: It doesn&#039;t necessarily ensure that they will be well cared for, plenty of people spend a lot of money on a pet and then stll neglect it. It just is a better sign to have someone lookignf or a pet that needs a home and is willing to spend money on it instead of someone that won&#039;t pay $ 10 for their new pet.

ADDITION: privte owners will use the term adoption, even if they are charging. I think it is appropriate because it inidcates they are just looking for a good home for a pet they can no longer care for instead of trying to make money.</description>
